  • Project 4: Final Acquisition Plan

    Look back through your work for this project and on everything you have learned thus far in the course. Apply this knowledge to each section of your acquisition plan.

    Be sure the cost analysis examines the cost proposals from the cell phone vendors and considers the following factors:

    • cell phone costs per unit
    • data usage with plan
    • data usage without a plan
    • recycling costs per unit

    Compile a succinct contract negotiation strategy for the cell phone acquisition with CTI. Be sure to examine and account for the following in your strategy:

    • an assessment of the specific situation and focus on the process
    • Every negotiation will be different, so it’s important to consider what your negotiation objective is, the different styles of negotiation, and the perspective the vendor will be coming from as well as your own.
    • the intent or purpose of the negotiation
    • What do you hope to accomplish for CTI in terms of contract terms, cost, and structure? Articulating your organization’s goals will help you reach an agreement with the vendor.
    • the duration and frequency of negotiation you are planning
    • Is it a one-time negotiation, or is it likely to need repeating after the initial period of performance? How long-term is the proposed contract?
    • how the results of your negotiation may enhance your acquisition strategy
    • the timeline
    • Consider how timing could affect your ability to meet the organizational need on time and on budget.

    Submit the final version of the Acquisition Strategy section of your acquisition plan. Be sure to use the acquisition plan template and refer to it for details.

    Contracting Consideration

    Referring back to your objectives and plan of action from the previous projects, what are the specific requirements and terms (e.g., period of performance, delivery details, potential software needs) that must be included for this contract to be successful? What is each party promising to the other in this exchange?

    Contract Type

    What are the advantages and disadvantages of a firm fixed price contract with a not-to-exceed amount for this type of acquisition, compared to other contract types? Explain the specifics of the contract type you would use and how they best suit CTI’s cell phone acquisition.

    Contracting Method

    Explain which contracting method is best suited to this acquisition and why. Based on your discussion with your colleagues, what benefits and challenges do you see in your chosen method?

    Contract Administration

    Identify the tasks that will be involved in managing the contract after it is awarded. How should these duties be delegated to the different positions within the acquisition team?

  • Project 3: Acquisition Strategy

    In this step, you will write a brief summary of the you plan to use to track the success of your acquisition. For a contracting organization, this might include what percentage of contracts are awarded to small disadvantaged businesses; however, since we’re looking at a single acquisition, examples might include the time frame in which the solicitation was advertised, the number of qualified proposals received, and the degree to which prices are reduced through negotiation. Think creatively about how different aspects of the acquisition process can be measured and what metrics can tell you the most about how successful the acquisition is.

    Identify 35 key indicators for the acquisition that are consistent with the priorities of CTI as a company and its. Remember that metrics for acquisitions typically center around delivering the right product to the right place at the right time. In the summary of metrics in the Acquisition Strategy section of your acquisition plan, include the following:

    • What metrics are important to measure the success for the contract?
    • What results of those measurements would indicate success according to CTI’s requirements and the acquisition objectives?
    • Which metrics do you expect to be challenging, either to measure or to reach successful results?

    Submit a draft of your summary of metrics to your instructor for feedback. You will submit the final version at end of the project and keep it in the Acquisition Strategy of your acquisition plan as you complete it.
