    Overview

    Following the team’s descriptive analysis, you will now work independently to perform a prescriptive analysis. Your goal is to move beyond describing the current state and instead evaluate performance, identify gaps, and prescribe specific improvements.

    Objectives

    By completing this analysis, you will demonstrate the ability to:

    • Evaluate the robustness of a risk management framework using a real-world “stress test.”
    • Synthesize primary research data into a formal executive communication.
    • Formulate prescriptive recommendations that balance organizational constraints with best practices in emergency preparedness.

    Instructions

    Step 1: The Pandemic Stress Test

    Using the novel coronavirus pandemic as a case study, evaluate the flexibility of the organization’s risk management strategy.

    • Retrospective Analysis: Did the organization have a pandemic response plan prior to March 2020? If so, was it sufficient? If not, how did they develop one, and has it functioned adequately since?
    • Flexibility & Omissions: Based on the data gathered by your team in Part 1, does the overall emergency framework seem flexible enough to handle unexpected, high-impact situations? Identify any clear omissions.
    • Theoretical Stress-Testing: How would the current plan hold up against other non-typical emergencies, such as large-scale civil unrest or localized environmental disasters?

    Step 2: Final Deliverable (Business Report)

    Prepare a report (2-3 pages) to an organizational leader in the form of a standard business report. This memo must extend your descriptive research into a set of prescriptive recommendations.

    This is an individual assignment. While you may use the data collected by your team, the analysis and the final memo must be your own original work.

    Directions:

    Identify a public health problem and identify how it should be addressed. Public

    health problems are obesity, gun control, racism, environmental concerns (clean water, air

    quality) and more. If you have a topic and are considered it is not public health, email the

    The purpose of a case study is to walk the reader through a situation where a problem

    is present, background information is provided and a description of the solution given, along

    with how it was derived. A good case study doesnt tell the readers what to think. It guides the

    reader through the thought process used to create the final conclusion.

    I.

    Identify and Describe the public health problem

    A. Students are required to clearly identify and describe the public health

    problem.

    B. Use research (including public health statistics and other facts) to support

    that it is a problem.

    C. Give background to the problem, identify how the problem became a problem.

    For example, if addressing child obesity one may examine the role of school lunches,

    lack of healthy food options in lower income and urban areas, and a decrease in physical

    activity among children. All are considered factors of the public health problem and

    therefore should be identified and addressed as the background that lead to childhood

    obesity. All should be supported with research and facts.

    II.

    Identify and Describe the Solutions

    A.

    This section discusses the solution and the basis for why this is being proposed as

    the solution. Facts and research will also be used here but there should be

    subjective thinking as well: Taking into account A, B, and C, the suggested

    solution is X.

    B.

    Briefly present the key elements used to derive the solution and be clear about the

    goal of the solution.

    i.

    What are the expected outcomes of this solution, will it slow down,

    reduce, or eliminate the problem?

    ii.

    How will this solution be implemented? Is there public support for

    this type of solution? Determine and discuss specific strategies for

    accomplishing the proposed solution. Recommend further action to

    resolve some of the issues. What should be done and who should do

    it. IF a solution is in place, then summarize how well the solution is

    For your replies, make at least three replies to your classmates. You need to focus on the logic of the arguments and not on your personal opinion. Your responses can take any of the following forms (Please label your replies, “Option [A-E]” to tell me which of the following you are doing. ):
