This assignment requires you to develop an evaluation strategy for a police or crime problem

chosen using Vito & Higgins planning evaluation strategy in Chapter 2. Using the evaluation

strategy in Vito & Higgins to frame the paper, you will establish goals, objectives, and

performance indicators using a theory that provides the basis for your specified program.

Citations must be used for the underlying theories. For example, you choose violent crime as the

problem you are going to address, then you will examine the theories surrounding violent crime

reduction. Using one of these theories, such as focused deterrence, you will model a program

after a Ceasefire or Pulling Levers example. You will use the theory to inform program

operations to drive the selection of treatments, clarify the services provided, and determine the

variables to be measured.

You will also include a Logic Model for the chosen problem following the Vito & Higgins

model in Chapter 2. The Logic Model should be in the form of a chart (an excel spreadsheet will

be fine). The Logic Model will cover inputs, activities, outputs, short-term outcomes, long-term

outcomes, and external factors.

• Describe the investigation. How did the investigators proceed? Was there any interaction between the killer and the police? How did investigators finally catch the killer?
• How would you evaluate the level of cooperation or communication between investigators and the community? Were the police able to warn potential victims?
• What was the effect on the local community while this killer was active?
• Lastly, did this case have any impact on law, policing, the criminal justice system, etc.?

For this discussion, you will examine the effects on the community that result from a mass murder, or when a serial killer is active.

Since we are looking at the reaction that the killer generates, choose from one of the following killers:

• David Berkowitz (New York)
• Wayne Williams (Atlanta)
• Danny Rolling (Gainesville, Florida)

Use the South University Online Library and review popular news magazines like Time and US News, or newspapers from the local area, so that you can put yourself in the position of someone in the community who was living through that time period. For instance, for the Rolling case, look at the Gainesville Sun from that time period; if you choose David Berkowitz, check out the New York Times or NY Post. This will give you a connection to the case you won’t get from a website created long after the fact. Based on your review, discuss the following questions.

• Describe the effects of the case on the local community.
• Did local residents change their behavior in any way?
• Did the police involve the community in the investigation? What other effects on the community might such a case cause?
