  • Workplace Economics

The final paper for this course is an analysis of a current workforce development issue that is impacting a community. You have some flexibility choose the focus area of the paper. It involves external research (including a literature review) as well as primary research in the form of examining available quantitative data on the community youve chosen (see “Data” section below) as well as interview data of a community college leader and/or workforce or economic development leader in the area.

The paper should be between 8 to 12 pages long and is worth up to 50 points.

Structure and Components of Final Project

    • Background and Problem Statement: Describe the community context and community college(s) youre focusing on your paper. What is the specific workforce problem youve identified? How do you know its a problem? Consider issues of talent development, equity, and future of work trends when researching and diagnosing the problem.
    • Literature Review: What do we know about that problem from the literature and other contexts?
    • Theory: Identify at least one theoretical framework that can be used to better understand, diagnose, and/or address the problem.
    • Methods: Identify data you analyzed to examine the problem and describe how you analyzed that data. (See “Data” section below.) At least two distinct data visualizations must be included in paper pertaining to the workforce problem of practice youve identified.
    • Findings
    • What is working? Identify at least two things that you would consider strengths or opportunities for addressing the workforce problem of practice that are already apparent. Also consider trends, both current and those projected into the future.
    • What is not working well? List at least two things that you would consider weaknesses or threats that make addressing the workforce problem of practice challenging. Also consider trends, both current and those projected into the future.
    • Funding opportunities: What funding opportunities through federal, state, or local policies are in place now that already support or may support addressing the workforce-related problem of practice youve identified?
    • Policy and Practice Recommendations:
    • What organizational or leadership practices do you recommend the community college should engage in to help address the problem and support an equitable and inclusive workforce solution? (Use theory, research, and data to back up claims and suggestions.)
    • Based on your research, what impact might AI have on this problem of practice? How could AI be used to address it?
    • What policies do you recommend should be advocated for that would benefit the communitys workforce and economic development? What policies would advance equitable and inclusive workforce development? (Use theory, research, and data to back up claims and suggestions.)
    • Based on your research on this topic, what are some relevant questions that community college leaders need to ask as it relates to the new Workforce Pell legislation?

    Data

Access to quality data is critical for this course. Thanks to (a company formerly known as EMSI Burning Glass and leader in labor market analytics), we have spreadsheets containing data on occupations and academic program data for four industries (healthcare, information technology, manufacturing, and construction) within three statistical metropolitan areas (Chicago, Boston, and Washington D.C.). Those files can be downloaded through the links below.

  • The 7 Major Players Activity

Classroom systems are shaped by foundational theorists. In this activity, you will critically evaluate one major behavioral theorist, analyze the theorys contemporary relevance, and propose necessary adaptations for modern classrooms. This includes both a presentation and an analytical brief supported by scholarly research. The goal is not summary. It is critique and professional judgment. Purpose To critically evaluate foundational behavioral theories and their modern relevance. What You Will Do You will design a presentation that critiques one major theorist and submit a research-supported analytical brief defending your position. Why It Matters Professional educators evaluate theory; they do not apply it blindly. My Favorite Lev Vygotsky Social Development Theory (L. Vygotsky) Overview: The major theme of Vygotsky’s theoretical framework is that social interaction plays a fundamental role in the development of cognition. Vygotsky (1978) states: “Every function in the child’s cultural development appears twice: first, on the social level, and later, on the individual level; first, between people (interpsychological) and then inside the child (intrapsychological). This applies equally to voluntary attention, to logical memory, and to the formation of concepts. All the higher functions originate as actual relationships between individuals.” (p57). A second aspect of Vygotsky’s theory is the idea that the potential for cognitive development is limited to a certain time span which he calls the “zone of proximal development” (ZPD). Furthermore, full development during the ZPD depends upon full social interaction. The range of skill that can be developed with adult guidance or peer collaboration exceeds what can be attained alone. Vygotsky’s theory was an attempt to explain consciousness as the end product of socialization. For example, in the When learning a language, our first utterances with peers or adults are for the purpose of communication but once mastered they become internalized and allow “inner speech”. Vygotsky’s theory is complementary to the work of Bandura on social learning and a key component of situated learning theory. Because Vygotsky’s focus was on cognitive development, it is interesting to compare his views with those of Bruner and Piaget . Scope/Application: This is a general theory of cognitive development. Most of the original work was done in the context of language learning in children (Vygotsky, 1962), although later applications of the framework have been broader (see Wertsch, 1985). Example: Vygotsky (1978, p56) provides the example of pointing a finger. Initially, this behavior begins as a meaningless grasping motion; however, as people react to the gesture, it becomes a movement that has meaning. In particular, the pointing gesture represents an interpersonal connection between individuals. Principles: 1. Cognitive development is limited to a certain range at any given age. 2. Full cognitive development requires social interaction. References: Vygotsky, L.S. (1962). Thought and Language. Cambridge, MA: MIT Press. Vygotsky, L.S. (1978). Mind in Society. • Discussion Board 6 & 7

The introduction to Part Three, The Human Resource Frame, begins with two quotes illustrating competing views of organizations and the people who work for them, “Our most important asset is our people” and “Organizations exploit people–chew them up and spit them out.”

You are asked to draw on your professional experience to describe a human resource management issue and then analyze and explain it through the lens provided by any of the theories presented in chapters 6, 7, or 8. I would encourage you to use the lens of two or more theories if appropriate. These theories (and their accompanying models and/or descriptions) provide the theory’s specific viewpoint to analyze and explain your example.

Remember that you are an independent researcher describing a human resource issue and then applying one or more theories and models to analyze and explain it. The selected human resource issue can be straightforward and not complex or complicated. You are encouraged to include what went well or what fell short, but the assignment is about applying the theories and models and not making a normative judgment (it was “good” or it was “bad”) of your selected issue. You are asked to describe, analyze, and explain your reasoning.

As always, please do not identify the organization or any individuals by name.
