    Candidates need to choose topics that relate to school counseling and child welfare/attendance. The topic should also focus on an area that has historically posed an ethical or legal dilemma in the field. Candidates should think about legal cases and education laws in their area as resources for their position. The paper should include:

    • A history or definition of the problem.
    • What makes it an ethical or legal problem for the school or school counselor?
    • What cases, if any, have been tried in court that address this issue?
    • How have those cases changed how a school would respond to the situation?
    • What future implications could arise?
    • Are there any other factors that will need to be considered (technology, personal beliefs, culture etc.)? Candidates need to provide at least 3 valid references in the paper (Candidates should use their references from their Annotated Bibliography assignment due in week 5).
