    One of the priorities in FEMAs 20222026 Strategic Plan that stood out to me is the focus on instilling equity as a foundation of emergency management (Federal Emergency Management Agency [FEMA], 2022). At first glance, equity can sound like a broad or political term, but in the emergency management world, it really comes down to recognizing that disasters dont affect everyone the same way. FEMAs objectives under this priority include reducing barriers to disaster assistance, improving outreach to underserved populations, and making sure planning efforts account for social vulnerability.

    From a local perspective in Chelmsford, this priority makes a lot of sense. Even though were not a major city, we still have vulnerable populationselderly residents, individuals with disabilities, families living paycheck to paycheck, and residents who may not speak English as a first language. During a prolonged power outage or severe winter storm, those differences matter. Someone with a generator and flexible work schedule is in a very different position than an elderly resident living alone on a fixed income.

    As a firefighter/EMT, Ive seen how quickly small disruptions become bigger problems for certain households. During extended outages, we often check on older residents who rely on medical equipment or who are hesitant to leave their homes. Equity in this context means planning ahead for those situations instead of reacting when its already a crisis. It means strengthening programs like Senior SAFE, improving how we communicate emergency alerts, and making sure shelter planning accounts for access and functional needs.

    FEMAs priority reminds local emergency managers that preparedness isnt just about equipment and response times. Its also about understanding who in the community may struggle the most during a disaster and building that awareness into planning. For Chelmsford, focusing on equity strengthens overall resilience because when the most vulnerable residents are supported, the entire system functions better.
