One of the priorities in FEMAs 20222026 Strategic Plan that stood out to me is the focus on instilling equity as a foundation of emergency management (Federal Emergency Management Agency [FEMA], 2022). At first glance, equity can sound like a broad or political term, but in the emergency management world, it really comes down to recognizing that disasters dont affect everyone the same way. From a local perspective in Chelmsford, this priority makes a lot of sense. Someone with a generator and flexible work schedule is in a very different position than an elderly resident living alone on a fixed income.
