Your final course project will be a research paper in which you determine your own tactical response to terrorism at a specific level of government (local, state, tribal, or federal). 1. The research paper will consist of the following six sections: 2. introduction of your topic that will be a homeland security program chosen by you at either the local, state, tribal, or federal levels; 3. U.S. governments role in homeland security programs at the specific level chosen; 4. motivation of terrorist group activities against Americans; 5. strengths and weaknesses of American homeland securitys counterterrorism policies at the chosen level; 6. tactical response options to terrorism at the chosen level using available resources and jurisdictional procedures; and 7. conclusion of your paper. The final project will be constructed in stages. The first stage will be in this unit, the second in Unit III, the third in Unit IV, and the final in Unit VIII. When you reach the final stage in Unit VIII, be sure that you have incorporated any feedback that you have received from your professor in the previous units. This will help to ensure a higher grade on the finished project that you submit in Unit VIII. For the first stage of this culminating project, you will need to select a specific homeland security program that you wish your research paper to focus on at either the local, state, tribal, or federal (U.S. military) level and compose a research topic based on that program and the U.S. governments role in that program. Your research topic will consist of the following components: a description of terrorism response operations at the local, state, tribal, and federal levels; and a description of the homeland security program you chose, its level, and the U.S. governments role in the program. The research paper should determine your organizational tactical response to a weapon of mass destruction (WMD) terrorism event at a specific location selected by you. You must select your level of government involvement and the various cooperating agencies that might assist you (local, state, tribal, or federal).
Your final research paper should consist of the components listed below.
- Present a thorough description of a specific type of WMD threat at your selected event. Determine an incident location in your own city, tribe, or state.
- Describe the demographics of the affected population, and list possible casualties based on the type of WMD selected.
- Detail your likely operational emergency medical response, homeland security response, and recovery outcomes.
- Choose a terrorist organization to use for your scenario. Describe the terrorist organization most likely responsible for the WMD incident at your chosen location. Discuss background information about the organization. Describe how the organization likely acquired the materials to create the WMD.
- Discuss the potential risks and threats posed by your selected WMD. Describe the development of the WMD, what technology it uses, and what laws regulate materials used in the WMD.
- Discuss all conceivable response operations at the level of government you have selected (local, state, tribal, or federal).
- Provide a description of the homeland security/emergency management organizations at all levels that you can coordinate with via the Incident Command System (ICS).
In addition to the required components, you must include an introduction and a summary of your findings in your paper. The introduction should provide a thesis statement and a brief overview of the paper’s topic. The summary should provide the results of your findings and solutions based on research and best practices.
