    Scenario: Riverside Medical Center is a 300-bed acute care hospital that recently shifted from a traditional hierarchical structure (with decisions flowing from administrators to directors to managers to staff) to a shared governance model intended to give bedside nurses a greater voice in decision-making. The medical-surgical unit is one of the first units piloting this model. A unit council made up of staff nurses, a charge nurse, and the nurse manager now meets monthly to discuss staffing patterns, scheduling, safety initiatives, and supply allocation. However, tension has been growing as some senior nurses feel that the council meetings are a waste of time and believe management should make decisions more quickly. Newer nurses appreciate being included in decision-making but are unsure how much authority they actually haveespecially when their suggestions conflict with physician preferences or administrative policies. Charge nurses are frustrated because they still hold accountability for staffing and safety, but feel undermined when the staff council challenges their scheduling or resource decisions.
