    Many of the drugs that create altered states of consciousness are often highly addictive and, as a result, illegal in most countries.

    Too often, those addicted to these illegal substances are treated solely as criminals. In 1935, the federal government opened the United States first drug-treatment center to rehabilitate individuals addicted to illegal drugs. Many of those arrested in the United States for illegal drug use from 1935 to 1975 were sent to this institution, which was referred to unofficially as the Narcotics Farm.
