Todays legislative institutions are different, but are they better? Although many observers would answer in the affirmative, the legislative reform picture is not unequivocally rosy. Political scientist Alan Rosenthal, who has closely observed legislative reform, warns that the legislatures recent success in enhancing its capacity and improving its performance may place it in greater jeopardy than before.

Based on your reading of the material in Chapter 6 in the following book Bowman, Ann and Richard Kearney (2017). State and Local Government, 10th Edition, Cengage (ISBN: 9781305388475). that discusses legislative reform complete the following assessment.

Assignment: In 300-500 words, draft a brief essay that discusses how state legislatures reinvented themselves; that is, what changes have occurred since the 1960s that have made many state legislatures more professional and capable of handling their duties?

Much has been written about how legislators make public policy decisions, and a number of explanations are plausible. Legislators may adopt the policy positions espoused by their political party. They may follow the dictates of their consciencethat is, do what they think is right. They may yield to the pressures of organized interest groups. They may be persuaded by the arguments of other legislators, such as a committee chairperson who is knowledgeable about the policy area or a trusted colleague who is considered to be savvy; or they may succumb to the entreaties of the governor, who has made a particular piece of legislation the focus of their administration. Of course, legislators may also attempt to respond to the wishes of their constituents.

Based on your reading of the material in Chapter 6 that discusses legislative cue taking and decision making complete the following assessment.

Assignment: In 300-500 words, draft a brief essay that discusses if you were a legislator, which role, trustee or delegate, would you follow? Discuss why you chose the particular role and how that role would affect some hypothetical policy decisions. Would the role you choose have an effect on your reelection prospects.

  • History Question

The essay’s substance involves the 3 key learner objectives of this class:

    1. Demonstrate how ideas and groups have historically shaped the creation of and change in U.S. institutions.
    2. Identify key institutions in U.S. politics and their impacts on social, economic, or political outcomes. This will include differential impacts on disparate communities.
    3. Describe the impact of key ideas, people, events, institutions, or movements on the nature, history, and boundaries of American citizenship and the various forms of civic participation in a self-governing society.

You have a choice about the audience and the instructions for this culminating essay assignment. No matter whether you are an aspiring teacher or not, you can select either audience for this assignment.

    • Choice #1: for teachers with the audience being parents of your students. This version of the culminating assignment tasks you with demonstrating your understanding of the learner objectives by writing letters to parents.
    • Choice #2: for others with the audience being someone you meet while traveling internationally. This version of the culminating assignment asks you to imagine meeting someone truly interested in United States institutions and how they developed over time.

THESE ARE THE INSTRUCTIONS IF YOU SELECT THE ASSIGNMENT FOR TEACHERS

Imagine yourself as a 5th grade teacher in a Title I public school. You will be teaching your students this exact same material, but at their grade level. Your essay consists of 3 separate letters you will write to parents explaining what students will be learning when you cover 3 units:

    • “Shaping U.S. Institutions” [1st learner objective]
    • “Key Institutions in U.S. Politics” [2nd learner objective].
    • “American citizenship and civic participation.” [3rd learner objective].

Be very careful about the audience of your letter. Assume your audience is a a well educated parent, for example, your professor. This is not a 5th grade student. Do not make the mistake of “dumbing down” the information. Each of the 3 parent letters will have the same structure.

Part A: For the parents, you summarize in your own words the learner objective (of this class and what you will be teaching; they are the same) in a detailed paragraph. Be sure to use specific example from the various relevant lecture topics.

Part B: For the parents, give examples of lessons you will teach as a part of each of these units. The lesson ideas should come from the various lectures & topics that you learned in completing all of the various assignments.

Part C: You will explain to the parents the key parts of the learner objective that you would like them to reinforce when students work on their “homework”. Be specific in providing examples to the parents of the sorts of things they can help reinforce.

You will repeat this letter structure for each of the 3 units.

Please do not ask about a preferred length for your letter, but each letter should be no shorter than 1.5 pages single spaced. That is what you will need to explain parts A, B and C. [Each letter should be no longer than 3 single spaced pages.]

THESE ARE THE INSTRUCTIONS IF YOU SELECT THE ASSIGNMENT FOR AN INTERNATIONAL TRAVELER:

Imagine yourself traveling internationally. You meet someone who is extremely interested in learning about American Institutions and how they developed. You new friend stays in touch, and over time, asks you about the topics of the 1st, 2nd and 3rd learner objectives of this class. Your essay consists of 3 separate letters you will write to this new friend.

    • “Shaping U.S. Institutions” [1st learner objective]
    • “Key Institutions in U.S. Politics” [2nd learner objective].
    • “American citizenship and civic participation.” [3rd learner objective].

Be very careful about the audience of your letter. Assume your friend is well educated and has the ability to reach and speak English at a high proficiency. Do not make the mistake of “dumbing down” the information by pretending your audience has trouble reading English. Think about this person as being a professional. Each of the 3 letters will have the same structure.

Part A: For this friend, you summarize in your own words the learner objective in a detailed paragraph. Be sure to use specific example from the various relevant lecture topics.

Part B: For this friend, give examples from the various lectures & topics that you learned in completing all of the various assignments.

Part C: You will explain to this friend the key parts of the learner objective, as a way of summarizing what you wrote in detail in Part B.

You will repeat this letter structure for each of the 3 units.

Please do not ask about a preferred length for your letter, but each letter should be no shorter than 1.5 pages single spaced. That is what you will need to explain parts A, B and C. [Each letter should be no longer than 3 single spaced pages.]

    HOW TO SUBMIT YOUR FILE.

    1. Each letter essay should be single spaced.

    2. Combine each of the three essays into 1 file to submit.

CHECKLIST-RUBRIC ON WHAT MUST BE IN AN ESSAY RECEIVING HIGH POINTS

    1. Each essay looks like it has been proof-read carefully by the student and another as it should be free of grammatical errors with complete sentences and coherent paragraphs.

    2. Each essay must use evidence to communicate coherent arguments where the evidence is drawn from sources used in this class

    3. Each essay must include the content of at least 4 different lecture topics (it can include more) covered in class as examples. If you are confused about how to find these topics, each of the three learning outcomes is general. However, your essay must include specifics. The syllabus provides a cross-link between each of the learning outcomes and the different specific topics covered in each unit. You see this-cross-link in a table for each unit in the syllabus.

    4. The minimum length is 1.5 pages single spaced 12 pt font.

    5. Each paragraph has a topic sentence that communicates the basic idea of that paragraph, and the order of the paragraphs has been carefully considered and laid out in such a way as you think it will help the parent understand.

    6. The audience for each essay is an educated adult, such as a physician or an attorney.

    7. When you proofread your essay prior to submission, decide if it reads like someone knows the subject matter well, who understands the content well enough to not simply string together concepts, but who organizes the ideas in a way that would make sense to teach to a 5th grader or to make sense to someone who did not grow up in the USA.

  • HIST 17B Essay

Write an essay that addresses one of the following prompts. Your essay should draw primarily from assigned course reading (you must cite and analyze at least three different assigned readings). You may also use lecture material. Essay Prompts:

    1. The United States has long been called the land of opportunity, where anyone can get ahead with hard work or a good idea. This pull yourself up by the bootstraps ethos was especially popular during the 19th century. To what extent were social mobility and economic advancement possible or not for Americans living during this time? What factors shaped those possibilities?

This prompt asks you to explore the lives and experiences of Americans. The best answers will consider different themes, constituencies, and identities – and the way they interacted. For instance, you might examine consumer culture, labor practices, living conditions, racial ideologies, social practices etc. You could discuss farmers, immigrants, enslaved and/or freed people, Native Americans, industrial workers (e.g., in mills, factories, mines, or railroads), and managers. Remember also that gender and location (urban vs. rural) shaped peoples experience. (You could investigate some of these categories, NOT ALL.)

    1. One historian identifies borders of belonging as the barriers that prevented Americans from being fully included in society. Among these borders are race, gender, class, ethnicity, age, and ability. Using at least three of these categories, write an essay that discusses how the definition of an American changed during the period 1830-1920, and analyzes how and why these changes occurred. (Remember: citizenship is one basis for inclusion, but you may wish to consider others.)

    Paper Requirements:

    • Essays should be 5-7 pages
    • Use at least three different primary sources (i.e., from three different authors) from assigned reading
    • Cite lectures by giving its number and title.
    • Do not use outside sources; this is not a research paper.
    • Use Chicago Style citations (footnotes or endnotes), but do not include a cover page or bibliography.
    • Double space, 1-inch margins, reasonable font (e.g., Times New Roman or similar)

  • Analysis

The aim of this task is for you to demonstrate your understanding of the assigned historical case study ( GUADALCANAL campaigns ) and your ability to conduct a critical Operational CoG ( CENTER OF GRAVITY ) analysis and 3 Column Format (3CF) factor analysis as described in AJP5. You will do this by delivering a ten minute brief supported by Powerpoint,. using historical analysis to think about questions of strategy, command, and operational art. It also provides you with the opportunity to analyse and consider the operational level as a conceptual tool that may, or may not, provide the best framework for the conduct of campaigns. This task seeks to develop your ability to analyse an operation with which, prior to the module, you may have had no familiarity. It puts you in the position of having to analyse primary and secondary source material from the operation to provide a CoG analysis as though you were a staff officer within the historical case study. In preparation for this brief, you are to produce a 1500-word written note that provides background information and the key points of your brief. The purpose of the task is to challenge you with a scenario-based assessment that tests your understanding of a key doctrinal concept (Centre of Gravity) by applying it to the historical case study ( GUADALCANAL campaigns ). The assessors will therefore be examining your ability to construct a coherent, well-structured, well-evidenced brief that can articulate your understanding of the Centre of Gravity . The verbal brief should not seek to simply reiterate what is stated on the written note; it should seek to add further value to the latter. Conclusion : Its a two-part test (written and verbal = PowerPoint ) Here is the breakdown of what they are actually asking you to do: 1. The Written Part: 1500 Words maximum , but 1400 words are Perfect This isn’t just an essay; its a formal technical report. You are being graded on your ability to use two specific “filters” to look at a historical event: Stranges CoG Matrix: You need to identify the Center of Gravity (CoG)the primary source of moral or physical strength for the warring sides. Using Dr. Joe Stranges model, you’ll break this down into: Critical Capabilities: What the CoG can do. Critical Requirements: What the CoG needs to stay effective. Critical Vulnerabilities: The “Achilles’ heel” where they can be defeated. The 3 Column Format: This is a classic military method for analyzing “Factors.” Factor: (e.g., The enemy has more tanks). Deduction: (e.g., They will likely attack over open ground). Output/Task: (e.g., We must position anti-tank units at Point X). 2. The Verbal Part: PowerPoint You have to stand in front of your instructors and defend your paper. They don’t just want the answer; they want to see your “logic chain.”
