  • Unit 4: Noise Part 2

Part 2 of Noise (chapters 4 to 8) provides a lot more detail in terms of what noise is, what its sources are, and how we can measure the different types/components of noise. There is a lot we could potentially unpack in this rather long section of the book; however, lets try to use our own examples to try to further clarify noise and the different sources/types.

In an initial discussion post of at least 250 words, address this prompt:

In this section of the book, the authors further discuss the example of sentencing to explain how we can measure noise and how we can break noise into its components (level noise, pattern noise, and occasion noise). Think of your own example of a judgement that may involve noise (it can be the example you used in the last discussion or another one). In as much detail as possible explain noise (including level, pattern and occasion noise) in your example as the authors do with sentencing in chapters 6 and 7.

In chapter 6 (on page 73 of the paperback version of the book), the authors effectively claim that more information (in this case regarding cases and defendants) leads to more noisy judgements. That seems counterintuitive (as you would think that having more information would lead to better judgements). Do you agree or disagree with their explanation? (If you can, relate this to the example you discussed).

  • Report 1 Emergency Planning

    Report 1: Emergency Planning

    Overview

Following the team’s descriptive analysis, you will now work independently to perform a prescriptive analysis. Your goal is to move beyond describing the current state and instead evaluate performance, identify gaps, and prescribe specific improvements.

    Objectives

By completing this analysis, you will demonstrate the ability to:

    • Evaluate the robustness of a risk management framework using a real-world “stress test.”
    • Synthesize primary research data into a formal executive communication.
    • Formulate prescriptive recommendations that balance organizational constraints with best practices in emergency preparedness.

    Instructions

Step 1: The Pandemic Stress Test

Using the novel coronavirus pandemic as a case study, evaluate the flexibility of the organization’s risk management strategy.

    • Retrospective Analysis: Did the organization have a pandemic response plan prior to March 2020? If so, was it sufficient? If not, how did they develop one, and has it functioned adequately since?
    • Flexibility & Omissions: Based on the data gathered by your team in Part 1, does the overall emergency framework seem flexible enough to handle unexpected, high-impact situations? Identify any clear omissions.
    • Theoretical Stress-Testing: How would the current plan hold up against other non-typical emergencies, such as large-scale civil unrest or localized environmental disasters?

Step 2: Final Deliverable (Business Report)

Prepare a report (2-3 pages) to an organizational leader in the form of a standard business report. This memo must extend your descriptive research into a set of prescriptive recommendations.

This is an individual assignment. While you may use the data collected by your team, the analysis and the final memo must be your own original work.

    Data Selection for Crime Analysis

Effective crime analysis begins with selecting the right data for the problem, not simply analyzing what is available. This assignment evaluates your ability to match crime problems to appropriate data sources and justify those choices using analytical reasoning.

    Select TWO Crime Problems

Choose two of the following problems:

    • Street robberies in a residential area
    • College parties at off-campus housing
    • Traffic crashes around schools
    • Sale and buying of drugs around convenience stores and apartment complexes
    • Shootings at and around night clubs

    Identify Appropriate Data Types

For each problem, identify the type(s) of data that would be most useful for analysis.

Note: More than one data type may be appropriate.

Examples of data types may include (but are not limited to):

    • Calls for service
    • Incident / offense reports
    • Arrest data
    • Field interview or stop data
    • Crash reports
    • CAD data
    • EMS or hospital data
    • Licensing or code enforcement data
    • Temporal (time-of-day/day-of-week) data
    • Place-based or GIS data

Analyst Justification (One Paragraph per Problem)

For each selected problem, write one paragraph that:

    1. Identifies the primary data type(s) you would examine
    2. Explains why those data are appropriate for the specific problem
    3. Connects the data choice to:
    • The nature of the problem (place-based, offender-based, victim-based, time-based)
    • The type of analysis that could be conducted (tactical, strategic, or intelligence-led)
