  • Legislation Action Assignment: Letters & Summary

Construct a letter that will be addressed to elected officials that states your position on the pending legislation or policy issue. This position must be based on the evidence you found and must be grounded in the values and ethics of the social work profession. A template is provided to you below.

Note: There are protocols and guidelines you must follow for these types of communications. These are described in the

In your letter, you must refer to the specific piece of legislation; make an argument for or against the policy (using research evidence) and state a recommendation/request. Also, you must contact the appropriate representative. If you contact a federal representative on a bill or issue in the State of Michigan, your assignment will be docked a considerable amount of points. You are expected to know the difference between the federal and state governments.

How to know if a piece of state or federal legislation is pending:

    1. It has been introduced on the floor of the House or Senate AND
    2. At the top of the bill it will say that it has been referred to a committee (ex. referred to the Committee on Education)

Q & A regarding the legislative action assignment

Q: Do we need to include references in our letter?

A: Yes, if you are referencing a stats, fact, or other information not commonly known you should insert a citation in your letter. As this is a letter, not an academic paper, you do not need to follow APA style for the letter. You may use words such as “According to…”, “….(Cosby, 2026)”, or use footnotes.

Q: Who should I send my letters to?

A: You must select 2 lawmakers at the local, state, and/or federal level. Depending on the issue and whether it has local, state, or federal relevance, you can send letters to a State Representative, a U.S. Representative, a State Senator, or a U.S. Senator. Most often your two letters will be sent to the legislators that represents your district and the other letter should be sent to the chair of the committee/subcommittee that is reviewing the bill.

Q: I am a bit confused about the rubric. What content should be addressed in the letter, and what content should be addressed in the summary? If possible, I am hoping for clarification for each of the areas of evaluation, because I am having difficulty distinguishing it. Area C, for example, does that criteria apply to the summary or the letter?

A: Everything mentioned in the rubric should be covered in the letter, including those listed in Area C. The summary portion of this assignment is simply you providing a summary of the piece of legislation you selected.

Proof of two letters being delivered to lawmakers, and a copy of the two letters.

    • APA is not required for the letter unless citing the sources in-text citations.

  • Sorrows of the Young Werther

The Sorrows of Young Werther is much more than simply the story of a tragic unrequited love. As Goethe commented in a letter to a friend and biographer years later:

The much-talked-of Age of Werther…belongs in truth…to the course through life of every individual who, born with a sense of freedom and naturalness, must find his place and learn to accommodate himself in the constraining structures of an outdated world. (qtd. in Introduction, Wether, xxii-xxiii)

Werther is primarily about the tensions between freedom and constraint that people face in modern society: In writing The Sorrows of Young Werther, Goethe wanted to liberate his readers. If he wanted to liberate people, what/whom did he wish to liberate them from? How does he attempt to do this in The Sorrows of Young Werther?

    • In formulating your thesis/argument, you may wish to consider the examples of constraints placed on various characters on the novel, the ways that they impinge upon ones individual liberty, and what alternatives might be suggested. Demonstrate your understanding of the assigned text (Werther)
    • Have a clearly stated main argument/thesis which is supported throughout the
    • body of the paper
    • Show evidence of thoughtful and careful engagement with the text
    • Point to specific evidence (quotes, details, stylistic devices, etc.) from the text
    • to support your claims what is known as close reading
  • Utilizing Medicaid Demonstration Waivers to Help Address Soc…

In December of 2021, the California Department of Health Care Services (DHCS) received CMS approval for the CalAIM Section 1115 demonstration and CalAIM Section 1915(b) managed care waivers. This approval authorized $1.44 billion in one-time funding to aid in transitioning Whole Person Care and Health Homes Program pilots, which leverage care coordination and offer non-medical interventions from Medi-Cal 2020 to CalAIM. This approval also makes way for DHCS to address the needs of Californias most vulnerable residents, provide more equitable programs, and increase access across the state. Key provisions of CalAIM include community supports delivered through community providers; enhanced care management; delivery system transition and alignment; access to and transforming health supports; substance use disorder services and initiatives; supporting coordination and integration for dual eligibles; dental benefits; chiropractic services for Indian Health Service and Tribal facilities; and a global payment program. On any given night over 161,000 people are experiencing homelessness in California and there are stark racial disparities within Californias homeless population; Black people make up 39 percent of Californias homeless population while only making up 13 percent of the states general population. These racial disparities are connected to racist policies like redlining, which resulted in housing, economic, educational, and health inequities. Experiencing homelessness also puts Black people at an increased risk of being justice-involved due to the increased likelihood of interacting with law enforcement. A key aim of CalAIM is to address the needs of individuals experiencing chronic homelessness by providing them with enhanced care management and community supports that offer coordinated and community-based whole person care. Housing related community support includes assisting enrollees with finding and securing housing, assistance with Page 5 securing housing deposits and support maintaining stable tenancy once housing has been secured. In paying special attention to those who face the biggest barriers to accessing stable housing (i.e., those re-entering the community after incarceration) DHCS is better able to reach those most impacted to better ensure successful transition into safe and stable housing. CalAIMs goals to improve access to coordinated health and social services have the potential to positively impact the lives of Black people and promote their health and wellbeing, especially in relation to addressing homelessness and housing instability. Since launching in 2022, initial observations from the roll out of community supports and enhanced care management recognized the importance of outreach and engagement activities and the crucial role that community health workers, peer support providers and those with lived experiences play in engaging those who need these services most.51 Other states may adopt this type of strategy as a means to address social determinants of health in their communities.
