AI-enabled espionage, hybrid cyber operations, and the increasing exploitation of private companies, research institutions, and other non-traditional collectors are exposing gaps in U.S. legal and policy frameworks. Modernizing U.S. counterintelligence requires a strategy that confronts new national security risks while also continuing to drive innovation and protecting civil liberties.
